Recently my tractor has been losing power & surging. If I sit with it running, the RPMs will go back up then go back down constantly.

Today I drained the tank, blew air in the tank to get the very bottom of the fuel out, replaced the fuel filter & added diesel.

I started the engine & it did the same thing right away. It’s almost as if it’s starving of fuel. Every once in a while it will smoke with an odor when it’s bogging down.

Any ideas?

Sounds typical for screen clogged in fuel tank outlet or fuel tank isn't venting properly.

I didn’t realize there was a screen. Is that removed from the outside or inside? Don’t tell me I have to drain the tank again.

Shows in jdparts and looks to be removable from the outside. Direction of travel is the way that screen is pointed, if that helps locate it. Some have talked about holding oil in by using a shop vacuum on the fill hole and not losing much oil.
I've no experience doing that.. but also feel removing it is a must-do to get it clean. The part # is RE72875 and not cheap.

Screen in your photo isn't the screen I was referring to. I was referring to fuel tank outlet screen(key 11).

If strainer(screen) cant't be sufficiently cleaned(if it's dirty) then it can be replaced. In lieu of draining tank just plug any tank vents while removing/checking strainer which will limit fuel escaping from open tank orifice.

Thanks for your reply’s. It looks like it’s removed from the outside? I may just purchase one & go from there. At least I’ll have a spare if needed. I’m sure it’s never been cleaned.

As I was forcing the fuel our with air from the cap, I could see some crud. That’s likely the culprit.

As an update, I picked up the screen which now is part of the valve. I took mine off & there was no screen.

Tractor ran find for a few minutes but bogged down & smoked after a bit & putting it under load.

I’m going to remove valve/screen to ensure no trash plugged the screen, then work towards the engine blowing out lines, etc?

You may have blocked fuel lines also
