the image is showing a "push pin" in the pto shaft (some place mid way) i am guessing you need to push the little button / pin in. to move the shaft.
hard to tell from parts diagram. but wonder if there is a "bleeder hole" for the "outside shaft" #12 in diagram and you are trying to fight against "suction" and a little rust.
chain one end to a tree, chain other to rear of tractor, slowly put a little tension on things. (dangerous if it comes loose it could come flying back at you, and harm you or kill you) just one of them things, pulling with stuff with rope, chains, cable. keep stuff short. and do not do any sort of running start with slack in chain.
