Oil & Fuel 5254 stalling when mowing

this is my first season with the tractor, while mowing about 20 minutes the tractor starts stalling. If I shut the deck off before it stalls it regains some power but is labored. If I let it sit for a minute it regains normal idle but doesnt always. Im thinking its a fuel issue, possible vapor lock or not getting enough fuel..
