'57 International 350U PTO whines when disengaged

We are looking @ a '57 International 350 Utility. When the PTO is disengaged it whines. Is this normal or is something wrong w/ the PTO? We are purchasing it primarily for bush hogging and don't want to purchase the tractor if the PTO is bad.
Any help would be appreciated!!

Check and see if any of the other hydraulic controls are engaged the whining you here is the hydraulic pump in a bind
