601 workmaster

Hello all! newbie to this sit

I have a 601 workmaster that I just picked up and the rear lift will not operate and seems to be free. I can lift it up and down by hand without much resistance. the former owner indicated that the lift would operate if a panel the one with the PTO lever was removed it could be operated by hand ? any ideas?

sorry I forgot to add that it did have a trip loader and that did lift fine
