Does the tractor have closed center hydraulics? If so, a bad de-stroker valve might cause the problem that you describe. The de-stroker valve is designed to prevent the hydraulic pump from trying to build pressure while cranking.
On the older new generation tractors (10 and 20 series) you can work around this on a cold morning by turning the steering wheel back and forth while cranking. Might be worth a try the next cold morning.
