Hello - 6500 shuttle shift will only start by shorting the starter. If I read the manual right the only safety switch is the PTO switch - so shouldn't I be able to test it by jumping the two wires on the switch? The key itself has power to it so I'm stumped. The PTO lever hasn't worked since I bought it (have to use the PTO clutch lever to engage it) so it might make sense the switch is bad but I can't figure out why it's not starting w/ the safety switch wires jumper-ed? Any thoughts?

I don't know your tractor but I know a bit about switches. Some switches are normally open and when closed connect the terminals. Some switches are normally closed and when open disconnect the terminals. Some switches have three or four terminals and are a combination of the two types. My Kubota will only start if I push in the clutch. It is also best to push in the clutch when engaging the pto as the gears may be square cut and grind rather than mesh. It is also good to depress the clutch when disengaging the pto as disengaging without the clutch can round the gear edges. This may not have been much help but possibly you have a bit more food for thought.

Their is more than a PTO safety going on between the starter and the ignition switch. You should look for a schematic....relays, fuses, solenoids etc
