69 Ford 4500 running

1. I can't shift it out of second gear. It does move forward and reverse but, I can't shift the gear box.

2. The loader goes up but, will not come down. I had the valves rebuilt.

3. The brakes are very low.

First thing I'd do is talk to whoever "rebuilt" the loader control valve.
Second thing would be to decide whether to buy a quality set of repair manuals (original factory reprint) or hire somebody that knows how to help you.
