73 massey 135 throttle linkage

Hello everybody, new to the site. I appreciate all the good info. I have a problem with a '73 135 deluxe, Perkins gasser, I just got last weekend. The motor wouldn't idle all the way down without moving the carb linkage all the way home by hand. The hand throttle lever also didn't feel right, so I got to looking and all the linkage under the steering wheel had been bent to pieces and someone had made some makeshift parts and welded them in. I removed everything and straightened it all out and it works better, but it still won't idle all the way down without moving the carb link by hand. I ordered a service and parts manual but they won't be here till next week. Can someone point me in the right direction as to what the correct setup should be for the linkages and governor setting?
