Check the PTO and seat safety switches, if applicable. My 3510 had a fuel shutoff at the IP, the rubber boot dry rotted which allowed it to overextend and then it wouldn’t retract with the ignition. I actually fixed it with zip ties to limit the overextension. On mine if you turned the key to run (not all the way to start) the shutoff solenoid would make an audible click and pull in. Could have a lift pump issue or air in the fuel lines. You could crack an injector line open and crank it over to see if fuel comes out.
