8 N Brake retracting spring; difficulties with installing to spring anchors

On my 1950 8n I am having a difficult time re installing my brake retracting spring to the two spring anchors. I hope I have the correct anchors as they do seem to be somewhat sloppy where they fit into the brake shoe. They were on tractor functioning ok before. They move as I am attempting to install spring. Any thing I am overlooking ? Using an automobile spring tool which may be too small for the tractor spring tension.
