3-Point Hitch 84 1310 hydraulics not working

first post
i have a 84 1310 an its been sitting for about a year
i got it started an the hyd came up just like its suppose to
let it down an woodnt come back up
i done a search on here an found the filter an drain plugs drained the milky looking oil out
went new holland got a hyd filter an the seal an o rings for the pump cyc
cleaned all up an still not working
? is how mucj hyd oil; does this tractor take
i found a site that says 4 gallons but its still not showing on the stick

up date i put another gal in it hyd came up but still not showing on the stick
took a flashlight shined it in the filler hole cannot see any oil in there
