i finally got around to getting a definitive answer on 911 from a cell phone that's location specific to me. This is from an email from the E911 administrator for this county, which is Floyd Co, VA.

"If you use your cell phone and contact E911, the signal we come from the closest cell tower into our dispatch. This will not route your exact location. You will be required to give your 911 Address location so our fire and rescue can be dispatched to you.

From a land line, we are routed to an exact E911 Address based on the line."

Call the local sheriff office and provide your name And address along with the phone number. Request them to enter it into their in house computer system. This will enable them to cross check the cell phone number if they receive a 911 call from your phone and they will now have your address
