955 John Deere PTO spins but I can stop it with my hand

When I engage my PTO I can hear it engage and I can see it spin, but it does not run my attachments.

(SHORT BACKSTORY)
I had running my tiller with it with no issues. My buddy brought me a feee brush hog. So I brush hogged my field and hit a stump. It killed the tractor in its tracts. The shear bolt was just a regular bolt. I replaces the bolt with a shear bolt and finished the field without issue. (Not sure if this has anything to do with it)

I then hooked the tractor up to my tiller and it did not run the tiller. It spins but does not have any strength. I had my wife jump up on the tractor and start it. She engaged the PTO and I could see it spin. I slowly grabbed it with my hand (dumb I know) but I can stop it with a semi firm grip. I have the PTO off and see no signs of damage. Thoughts?

I can not afford to take it to a dealer & I need to tractor to keep my farm going.

The two stage clutch may have been damaged. I'm not familiar with you tractor but many have ground speed pto and engine speed pto. Check your operators manual to see where and how to shift from one to the other.

After removing the housing around the gears as seen in the photo above. I did some more digging, removed the (driver side) rear fender and found that the cable that engages the PTO was surrounded with mud and debris. I power washed the cables and removed all the gunk. I refilled it with fresh hydraulic fluid and the PTO works great now. Lessons learned.
