To get the wheel off, first apply some penetrating oil.. If it is real rusty.. heat the joint with a propane torch.. then hit it with penetrating oil again and let it cool. That is a splined shaft. Many have had luck with finding a nut that will thread on the shaft.. and then using a gear puller.. tighten it a tad.. tap with a small hammer around the hub.. tighten a little more.. etc.
You could also put the shaft in a pipe vice or regular vice, and protect it with a thick cloth or leather, and try the same.. or simply try tapping around the hub with a tack hammer.. etc.
For replacement.. I'd contact John Smith...

He has a quite a few parts from ford N series tractors.. including a set of sector arms ( which you said yours looked good).. perhaps he has the parts you need as well. Check the used parts listing on his site.. if you don't see anything.. email him.. he has some stuff not listed.

He mainly sells new parts.. and undoubtedly has what you need NEW.. but email him and ask if he has anything used, as he also maintains a large used inventory that can save you a few bucks and get you out of a bind.

Also.. if you don't know how to R&R the steering, grab a copy of an I&T FO-4 manual from TSC, or wherever... It is a good shop manual on the N's.. has an exploded parts diagram in the back of the book, etc. fo-4 costs about 30$ There is also a master parts catalog available for about 15$, however, many of us simply go to:
Carpenters Fords.
And download a copy of the tractor catalog that dennis has for ford N series tractors. The catalog is in pdf format, and is updated yearly.. its about 5 megs, but he has licensed most of fords books, diagrams, and even quite a bit of tooling. The catalog is almost a page by page representation of the master parts catalog. only a few diagrams are left out... but it is a free download. Also.. he is probably the biggest aftermarket parts maker for ford tractors... he says alot of stuff is 'exactly as original'.. he can say that as he has actually bought the patents for the parts designs, and much of the original tooling that ford used to stamp and cast their parts. Probably the only other parts manufacturer that comes close to the amount of ford parts he sells is TISCO. ( Much of the stuff you can get at Barkley's site is from tisco or Dennis.. prices should be pretty much identical on Barkleys and Dennis's site..
So go grab that free catalog, and an fo-4 if you need one to get the box back together and shimmed.. etc.. and track you down some parts!
