In the parts manual under O/P cylinder there is a plate with 3 bolts holding it on with 2 o rings. Copy the plate with 3/8 or 1/2" stock, drill to match holes in tractor and then tap plate. That should maybe give you pressure and a return. Check it out before making the plate.
