Allis axle stuck

My Allis Chalmers WD45 was parked in my shed two years back and the pto seal gave up. It has been sitting there since waiting for me to replace that seal and the surrounding ones. As I need it out of the way today, I went to pull it out and one of the wheels refuses to turn. It is out of gear and the brakes are not locked. Anyone know what the deal might be and how to address it?

The wd45 we had as a kid, had a lever to flip up to disengage the clutch.

Does yours have that? Was it disengaged when it was parked 2 years ago?
