I need help coming up with a fair price to offer for a allis chalmers 7030. First it has not ran for at least 4 years, he said he parked it where it sits. Second, the three point does not lift. Third, rear tires are 30% tread with a large gash on one but both hold air. The front two one is perfect and the other needs to be replaced. Fourth, the cab has no glass what so ever and missing the doors. Fifth, the power steering hydraulic arm leaks. The body is straight, missing the muffler. The tractor has also been sitting outside uncovered for the entire four years in Pennsylvania's climate. Hes asking $4200 it seems like a fair price but it needs a lot of work what would be a reasonable counter offer?

Lots of parts needed, tires that size aren't cheap. You'd easily have 10 grand wrapped up in it and still have a rough machine. For 10-13 grand you could find a an International 986 or 1086 or John Deere of comparable size that works and is all there.
Thanks for everyone's help thats how I was thinking offering him scrap price minus the cost of hauling! I figured if I could get it for $1000- $1500 I would have room to work with, without getting more into it than whats its worth, I wasnt looking to be able to fix it up and sell it and make money on it, I was going to get it running and use it. It was the right size horsepower tractor that I was looking for but for the amount of work needed Ill keep looking. Thanks again
