I am replacing a diesel engine with a gas engine so I need a belt driven Power Steering pump in place of a gear driven pump. But the pumps I am finding are 3.5 GPM at 1200 PSI and I need 4 GPM at 2200 PSI. I have a pump on the Allison MT 643 transmission that is 20 GPM at 2200 PSI. Is there a valve to reduce the 20 GPM to 4 with the same PSI? The 20 GPM pump has # 12 lines coming off to feed a control valve, if I Tee off with a #4 or #6 line to feed the steering box would that do it, or do I need some kind of flow control valve? before you ask these Trans pumps come with Hyd oil OR ATF that run two 5" cylinders.

You are forgetting about RPM. There is no such thing as a "20 gpm" pump, but there are 20gpm @ 2000rpm pumps. If you only need 4gpm the best thing to do is reduce the pump speed by ~1/4. (as pumps slow down the internal leakage gets worse, don't go to 1/5th) You can use flow control devices, but they add $$ and parasitic losses.
