Any ideas how to clean out the fuel tank in a SVL 95-2s?

The best I can figure is the pump on my diesel barrel bit the dust and dumped a significant amount of rust in the tank. I plan on improving my fueling system but that's all beside the point. It filled the water separator with crap and the fuel filter with crap. I've yet to figure out how to actually drain the tank. To make matters worse my garage is too short to flip open the cab. I'm not sure what steps need to be taken to make it towable but I guess I could drag it outside. I don't think it will be hard to get it running for a brief period, but the fuel filter are $50. I guess I could put the old one on to drive it outside. I siphoned all the fuel I could out of the tank and the fuel pump won't pick up anymore, but I was using a 1" hose to siphon so there's bound to be fuel left.
