Anyone ever fill a tire halfway for ballast?

I have a Ford 1910 that I bought used a few years ago and it has only one of it's back tires filled about 3/4 of the way up. It was like this when I bought it and haven't done anything with it since. I don't notice any serging only when the tires slip the unloaded one slips first.
