There are times when I need to smooth soil that is powdery soft (from tillage) and relatively rock free. I wonder if a chain harrow used upside down on the smooth side would work? The tine side would be far too aggressive and just bring up small stones, etc.
Here's a pic of what I would be starting with.

The ground may look smooth but there are occasional tillage marks or slight holes that would easily fill with the soft soil I could drag it around before seeding.
