I saw this cutter on the web and want to know what brand it is. Does anyone recognize this Finish Mower?

As you said, looks similar to a nortrac, but with different "arms" that the wheels mount on. There is someone on ebay selling the exact same mower: NEW 6'/ 72" FINISH FINISHING TRACTOR LAWN REAR MOWER | eBay

You think that's not the same? Who makes the one on Ebay?

No idea who makes the one on eBay (could ask the seller). The mower part is the same, but the arms that hold the wheels on are different (gold colored flatstock instead of a painted tube).
