Anyone using off road diesel in Minnesota?

I have only purchased off road diesel once in my life. The price listed on the pump did not have any road taxes included. When I went inside to pay the price included road taxes. I asked the clerk and they said I would have to send in paperwork to get a refund from government. I am not sure what the point of dyed off road diesel is if I still have to pay taxes at the station. I can apply for a tax refund on regular on road diesel, but I wanted to buy off road diesel to get the money back up front.

Has anyone else purchased off road diesel in Minnesota and still had to pay the road taxes at the station?

I fill up with off-road diesel at the pump at my local gas station in Minnesota. It is less than highway diesel.
