Cap it. Don't bury it. Who knows when you just happen to be around when someone "goes missing" and you need a place for a body.

We were doing septic work on our house and came up with a old concrete septic tank. My dad measured it, then brought my step mom out, measured her, said it'll do and told her to get in.
And I use that as a joke alot. We got a ol septic tank that could fit a human

We found an old open well here that was for a windmill and filled a concrete water tank for cattle. The well opening was about 10" but the tank opening was about 2'. I made a 3/4" wood cap for the 2' opening then poured concrete on top and filled the well hole.. Last thing I wanted was for a grandchild to fall in there. The neighbor and I pumped the tank out before I capped it to see what was in there. A dead black cat that had lost all of it's nine lives.

There most likely are requirements that have to be met and work witnessed with supporting paperwork. If you do it on your own, someday you may have to undo it.

I am just starting the process myself with a 65' well.

bigtiller - Thanks for your recommendation.... Researching the current New Hampshire Laws - The responsibility for maintaining an inactive well or decommissioning an abandoned well, lies with the well owner. Dug wells should be equipped with a concrete cover that is difficult to remove by virtue of its weight to prevent children or unauthorized persons from gaining access to the well. Abandoned shallow dug wells should be filled and sealed by placing clean fill material free of organic matter into the well. Often, locally available fill materials are adequate to complete the job. The upper two feet should be filled with impervious material such as clay or hardpan and slightly mounded to prohibit surface water runoff from entering the filled excavation. DATA POINTS: The well was constructed in 1941 as inscribed in a concrete joint. Based on the above, I will take immediate steps to purchase a Concrete Cover then look further to locally available fill materials to complete the seal job.

They make a type of cement (not concrete) that will harden in water to seal the bottom of the well since as others have mentioned there is a potential for groundwater contamination. Once this has set up gravel can be used to fill up the cavity. A large rock sat on top of this will remind you where it was and also cover the gravel as in time it will settle some.

All cement will set under water
Hydraulic cement will swell slightly
Bentonite clay is used to seal flowing water
