What Kenmac said. It is your grounds. Don't just look at them. Take them apart, clean them and put them back on.

Thanks all - I think it has to be the ground also. After playing around with it for a while today everything is testing good. I have two thoughts - bad ground and some current is bleeding over and giving me a false positive. I am going to rewire it and put a lot of new connectors on it to eliminate some of the possible problems. Thanks again and soon as I get a little time free I will work on that ground. I appreciate all the help!

Relays are the weakest link in many systems. The points arc and connectivity is lost over time. Both up and down can be affected since the paddle probably swings from one side to the other.
