Would anyone know if the #3043938R92 Steering Cylinder was made by IH? If not what company did manufacture it?

Have you found who made it? I thinks it is made by Monroe Inc.
I have the same cylinder and I am searching for new seals.

Most larger cities have hydraulic specialty shops who can repair most cylinders.

These places have access to seals and wipers you will never find especially for older machines.

Im new to the hydraulic cylinder repair thing myself, having done 3 so far, but i very quickly got to the point that I wasn't worried about anything at all! I've only used one local hydraulic shop so far and they've matched every seal i brought them within minutes.

It IS some work on the front end for you if you want to take the cheap route and rebuild your own cylinders, as you need to open the cylinder and remove the rod with piston and gland, then remove the piston and gland and hand them across the counter if you want to avoid the shop charging you for anything other than the seals. But if you're mechanically inclined I would say give it a shot.

I think the trickiest parts of working with cylinders from what I can tell so far, are the dexterity tasks, or physical finesse. How to get the gland nut or circlip off, how to get the rod out of the cylinder when it hangs up at the end, how to spin or press a stuck piston off a rod without marring it, how to clean debris you can't see out of seal grooves and push the new seals into place without damage, etc. Technically its a small number of parts on a fairly simple device, but the physical tasks are on the 'tricky' side. That's my opinion as an ASE Master Tech who has rebuilt a lot of hydraulic devices (like automatic transmissions..) and everything else on cars before i ever touched a tractor.

Depending on the size of the cylinder you might need some fairly large/specialized tools, but a steering cylinder is not going to be large.

If you're not afraid to tear into it, just take the piston and gland to local shops until someone gives you a matching set of seals. I'd bet money you wont get past the first shop.

Next steps for me to get over my apprehension of are welding different ends onto cylinder/rod, and straightening a bent rod in my press.

I live in the south of Spain and I have asked in several hydraulic seal stores, but everyone tells me the same thing: "we don't have that size".
I have asked too on dealers in big cities like Madrid, Barcelona, Bilbao... and I can't find them.

I have long experience repairing hydraulic cylinders, I have repaired many loader cylinders and other machines, but this is the first time I have repaired something so old.

This cylinder has a distributor inside, which, being connected to the steering rod, makes the cylinder move in one direction or another. The biggest problem is a pair of loaded u-cup seals that are installed on the spool.

If anyone knows where to find these seals, I'd appreciate it if you let me know. ;)

That's some really odd size for hydraulic seals.

There is a local hydraulic shop that can cut custom sized hydraulic seals. Kind of expensive but doable. You can try and contact them to see if they can help you out. It's called HidroMarinha and they have a sheet on their website were you fill with the dimensions you're looking for. Here is the website: HIDROMARINHA - Soluções técnicas

Another place that usually have lots of seals is called Vota Seals in the Netherlands. https://votaseals.com/

I did a quick search on the Vota Seals and found a 22-29-5 seal, which is close to the 22-29-4.5 seal you have now. Maybe with a bit of machining, that seal could be fit. The 13.5-22-4.5 is a lot harder to find.

Good luck with your search for those seals. If you do find a source, please let us know where. I've got the same cylinder on my International. Although I have no problems with it yet, it is getting a bit old.
