Engine is the 2Cyl. 22 HP V-Twin powering a 42"Husky mower. It appears that replacing the Nikki carb affected the governor, as it runs only at "real high RPM/speed". It has the auto choke single control for the choke and throttle. I am assuming if the Gov. is readjusted it will throttle and idle properly. Seems replacing the carb would affect the Gov. position. Presently it is locked into a full speed position, not even near the idle screw adjustment on the carb, choke will actuate. Will not start with out a priming. Seems like an odd set of circumstances? Will have to work it out.

It sounds like you have a couple of variables. You didn't say if you put an OEM carb on, if it is a 1 barrel or 2 barrel. It may be possible that if this has the swirl plate (stamped steel gasket like thing) backwards that it could be interfering with the throttle plates. It isn't typically necessary to adjust the governor when doing a carb replacement. It is pretty straightforward though. Loosen the nut on the governor shaft. The carb throttle and the governor arm should be wide open. Gently turn the gov shaft in the same WOT direction and tighten the nut.
