B2400 not turning over

when I turn the key nothing happens,I can short the starter to start it,is it a safety switch or some kind of relay thats bad?

theres a whole list of things that need to be checked..

1. Neutral safety switch
2. Some have a clutch safety switch
3. Is the PTO turned on?
4. there is a seat safety switch... is something stuck under seat preventing the switch from engaging

I found the reason why it didn't start,the clutch safety switch came off the support bracket.Thanks for your help.
