3-Point Hitch B7510 3 pt hitch hangs up

My brother in law has an 09ish b7510 has an issue with his 3 pt hitch. It goes up, but sticks and won’t go down until you kill the engine. The shaft that attaches to the lift control seems to have pressure built up behind it. As soon as we kill the engine, the pressure bleeds off and the shaft moves normally. Any ideas?

Could be the lowering speed adjustment knob that is usually located near the floorboard, center. If the control is closed, the 3 point will not lower.
