There are backpack sprayers that are made especially for spraying trees, that will do 20'. They cost over $300.

I have a 3.5 hp gasoline powered sprayer, and it won't spray 20-30 feet vertically.
On a good day, with no wind, it might do 15'.
They do sell guns for sprayers like mine, that are supposed to reach that high for spraying trees in orchards. They are also costly.
