I also have the BCS 740 with the Honda GX 390 engine, and I hope I can help you a little.
Reading your other posts, gives me the impression that you are normally using your tractor in the rear-PTO (tiller) mode. To use your shredder, you probably need to rotate your handlebar to the front-PTO (mowing) mode by disconnecting the gear- and PTO-levers, press the release-lever on the right handlebar, rotate the handlebar 180 degrees in the counter-clockwise direction, and connect the gear- and PTO-levers again. After connecting your shredder to the PTO, you are ready to go!
When you normally use your tractor, you need to press and hold the red OPC-lever (Operator Presence Control) on the left handlebar to engage either the PTO, a gear or both. This is of course a safety feature to protect you, as the wheels and the PTO will stop in a fraction of a second, if you release the OPC-lever. Using the tractor stationary with the shredder, you need to be at the "wrong" end of the tractor - at the shredder. This means, that after you have engaged the PTO - and left the gear in neutral - you need to "fix" the red OPC-lever in the down position with a rubber band or something like that, as you engage the clutch. Be aware that the OPC-lever is a safety device, and that you are compromising safety this way!!
To prevent the tractor from moving, you could pull the parking brake on the left handlebar. With the gear in neutral, only the PTO will operate, and the tractor will stay stationary.
Maximum power from the GX 390 engine is achieved at 3600 rpm, where the PTO rotates at 990 rpm. The manufacturer of your shredder recommend it to be operated at max 700-900 rpm, which is 70-90 % of max rpm on the Honda engine. Compared to max rpm, running your engine around 75 %, keeps you in the max torque range, reduces wear on engine and shredder, and reduces fuel consumption.
