If you have the newer style command lever you can get a little more hill climbing power out of it by adjusting the hp spring. Tighten the bolt down all the way to put more tension on the spring. You should now be able to stall the engine or bog it down severely when you mash the go pedal. Now back off the adjustment until you only see a 100-200 rpm drop under full load (steepest hill). It takes some trial and error to get it set right. This is assuming all other adjustmentshave been done first. If you're not able to do 32 mph on flat ground and get 3600 rpm then you have other adjustments to make first.
