That's strange. Have you tried lap bar UP and yellow OVERIDE button to see if unit will move ?

No codes present means problem is on input side of control function. Controller has no way to determine what or when operator pushes a button of moves a lever.

Look just below the hour meter window for the small LED lights (seat bar, valve, & brake). With key on: seat bar light should come on when seat bar is lowered, valve light should come ON when Press to Operate button is pushed, Brake light should come on after engine started and RPM over 650.

If seat bar lights and no other lights after pushing PTO button, check the plug connection at back of the left panel. Unplug it, clean, and firmly reinsert until snaps in place. You can easily access back of the panel by removing the headlight rubber seal and light.

Have you had Bobcat of Knoxville field service tech come look at it. This panel is no longer current production but they used to carry a known good test panel to hook up to determine if problem is in left panel, communication wire to controller, or main controller

From what I understand you machine has joystick/hand controls. Not hand and foot pedals. If this in correct, you issue most likely lies within the joystick control system. That system of joysticks was troublesome and you will need a dealer to diagnose the issue with computer and then pray you can find parts if needed.
