Just from looking at the 2 serial numbers it appears that the 3rd digit is the year designation.
It seems as though tractors share a similarity with car manufacture, they start the model year manufacturing late in the previous year for the following year. The difference is that the tractor manufacturer puts the actual, not the model year, manufacture year in the VIN. My tractor is designated a T2310. That was a one year numbering system for 2008. According to the serial number it was actually made at the end of 2007.
I would think that the only time that would be meaningful is when there was a major part change and it would be necessary to actually determine whether the tractor was made before or after that happened.
