Yes, it sounds like the brake shoes have been adjusted to take up
some wear. Don't try to force them yet. Look at that cover plate and
notice that on that plate directly across from the brake lever is
another nut on a threaded stud. That is the adjuster for setting the
initial diameter of the brake shoes, and is also used to compensate
for any wear. Eventually a lip forms on the brake drum which traps
the shoes.
You need to release that nut on the threaded shaft and then try to
turn that shaft. It won't need to be turned more than a quarter of a
turn, and maybe much less - though it may require penetrating oil and
some light tapping to accomplish that. When that threaded shaft turns
easily then the internal brake shoe springs will force it to the best
position to remove the plate. Now the plate should slide right off.

Hello

While waiting on a another part, I decided to take a look at my
brakes and see if I could reverse the shoes to get a little more life
out of them. With that said, I can't seem to remove the plate from
the tractor. I've removed the connecting rod to the brake pedals, and
the 5 bolts that hold the plate in place but the plate won't come
off. The place is very loose, but won't pull free.

FYI... Its a YM-2000

Use a large screwdriver to pry it out and bump the cover till it
comes out. The shoes will come out with the cover. Be careful not to
damage the shoes because they ain't cheap.
