Branson 4020 PTO problem

I cannot get the PTO to engage. the lever seems to be working but I have to hold the clutch in and have someone put a cresent wrench and engage it to either 1000 or 540 then it stays engaged all the time. Does anyone have an ideal. I tried to adjust the clutch but that wasn't the problem. Before this happen it seemed like it would grind into PTO and now this. Is it possible that the rod into the housing has become rough and needs to be oiled and loosened.
