I have never seen a brigs carb where the flat / needle didn't stick after setting.
btdt.. hate small gas powered engines for anything unless i can't get away without it.
check the float needle.. many times they stick in the seat.
if it runs on start fluid you know it's a fuel delivery problem..
had a craftsman mower with a 3yr warranty.. I got a new carb 3 ys in a row for that very reason.. sold mower after that.. got tired of changing over the carb... gave the new owner a BOX of 3 rebuilt spare carbs so he could change them out and mow when needed and rebuild the stuck ones in his spare time.
