What you are describing is perfect for a rotary cutter. I am not sure what the growing conditions are in NE TX, however mowing the right of way a couple times a year would most likely be adequate. With my experience a flail with side slicer knives does not cut the woody stuff the best, it has a tendency to defoliate it but not cut it. A rotary cutter is made just for what you are looking for. The first time will suck as there are things you wont be able to cut and will have to root them out, or cut flush with ground. You will also find rocks, and other surprises. A rotary cutter can chuck a rock, however most will have guards on them to prevent it from flying high. The professionals use rotary cutters when doing right of way clearing for a reason, they are the best tool. The results will look good, but not a lawn. Decide what size tractor you want, and then size the rotary cutter to it. Also get a slip clutch its worth it!

Thanks. Slip clutch and chain guards are on my must- have list thanks to everyone's advice.

Is the dual wheel worthwhile if I am just looking for a rough cut?

As you, hopefully, figured, it's a good idea to walk the entire area before throwing swirling metal at it. RCs' stump-jumpers mitigate impacts to large objects, but snagging a bunch of fencing will bring out voices in your head stating "I told you to walk the area!"

I'm guilty of brush cutting blind. Walking in huge patches of blackberries isn't fun. I didn't know an area that I was cutting in was an overflow wrecking yard area... (sliced through metal car rims and other stuff; my lowly light-duty RC and B7800 survived it all!)

IF you were to hire out the first mowing/clearing or two you'd mitigate the danger of hidden debris. Once someone else clears you can more readily see what's there.

Dual wheels have a tendency to fight each other when backing up. However they do reduce scalping so its a toss up. If they are more money then I would not get them, however that is my personal opinion and experience.
