Having issues with my cutter. It's creating disc shaped slices into the grass. Have tried different adjustments and speeds. Fairly new cutter. Any suggestions appreciated.

Have you lifted it up and checked to make sure the stump jumper has not come loose. That will allow the blades to wobble up and down.

1) Do you have one cutter blade bent?

2) Is the cutter level? You level the cutter left-to-right by adjusting the right Lifting Rod on your Three Point Hitch.

How much experience do you have using this Rotary Cutter?

Pictures of the R/C mounted on your tractor, taken from left, right and rear would help.

From the side view the front of the mower should be adjusted so it is about 1" lower than the rear and of course from the rear it should be level. If you have it adjusted this way then something is loose.

I have checked for loose or bent blades. Will check for loose stump jumper and try to get pictures.

Thanks for ideas so far to all

YES.

You level the cutter left-to-right by adjusting the right Lifting Rod on your Three Point Hitch.

You establish the cutting height of the deck above ground with two adjustments.
1) Rear deck height is adjusted by changing height of tail wheel. Usually this involves changing pin/bolt from one hole position to another on tail wheel bracket.
2) Front of deck height, nearest to tractor, is adjusted by lengthening or shortening your Three Point Hitch Top Link.
Generally speaking a Rotary Cutter does not cut shorter than about 2-1/2", because the blades are not parallel to the ground. Crossing uneven ground, the slightly lower oriented blades cutting in front can contact ground and scalp. In this case adjust Top Link to raise front of mower in 1" increments. Then check height of tail wheel again.

The implement cuts in front, nearest the tractor, which is why front is a tad lower.
The implement exhausts cuttings out the rear, which is why rear of implement is a little higher than the front.

Do you know how to set implement height with hydraulic Position Control lever, on console, under your right hand?
Have you locked the Position Control sliding stop, so your cutter returns to the same height when you lower it after lifting it?
(L3560 Owner's Manual omits mention of the Positon Control sliding stop.)

To cut turf grass shorter than 2-1/2" you need a Finish Mower. Finish Mowers only function on smooth ground with grass no taller than eight inches. Finish Mowers are delicate relative to Rotary Cutters, which are field mowers.

How many hours have you operated this Rotary Cutter?

Do you have the Owner's Manual for your R/C?

If you post your R/C make and model someone will tell you where to download an Owner's Manual.

If the blades are not bent, I'd check the distance of the blade tips to the underside of the deck on one side to see if they are running even. Also check the blade/stump assembly for any rocking in the horizontal plane. Sounds like a loose or bent stump jumper or perhaps loose gearbox mount.

Thick grass is kinda hard to cut real low with a brush hog set up to cut brush. Usually when topping pastures you'd raise your cutter to at least a 6" cut and if you're only cutting grass and not brush you can sharpen your blades to a lawnmower type cutting edge instead of the slightly blunt edge of a brush cutter.

I have some wire grass scattered about and my brush cutter will sometimes leave a circle or two but not like yours is leaving. The reason mine is doing it is just grass piled on the cutting edge and not letting the blade cut. If I were cutting just grass like you're cutting I'd sharpen my blades to more of a sharp edge. I've never done that but it makes sense to me and people that mow for a business knows best and they sometimes do this.
