Bucket issues

I have a John Deere 790 with a 300 loader. Replaced all arm and bucket cylinder seals. New hoses. Arms lift fine under load. Bucket will tip and tilt but does not hold. Is one of the valves in the control valve leaking past. Any help appreciated. I have shimmed the relief valve to increase lift pressure.

Set bucket flat on the ground and unplug the quick disconnects for curl and dump. Raise the loader and watch to Confirm there are no external leaks. If bucket dumps then a cylinder seal is leaking. If it doesn’t move the valve is leak path.
