I have a 72" quick attach bucket that came with my NH TC45d, LA17 FEL. the 45 degree brace at the bottom/back of the bucket that runs the whole width of the bucket is all rotted out and starting to detach. What is this meant to do? Necessary to replace? If replace, should i cut it all the way out and weld a new plate in there?

Probably to help the material "curl" as it loads into the bucket or wet dirt or clay from sticking as bad.

I would cut out the rotten part , clean the welding area and put a new 1/4" x 6"?? piece over the top. Hopefully the top portion is sturdy enough and won't blow through. It looks like I can see daylight through it on the left side, or may be just a reflection.

Agree w/past post.
Cut away anything metal in question w/thicker metal maybe add to back side.

....and while your at it, drill a drain hole in the space created behind that rotted piece (if it doesn't already have them) at each side of the bucket near or in the end plates.

It also looks like the upper part of the bucket also has some rust thru. Looks like you are in for some major repair work. Unless you do the work yourself, it will likely be cheaper to just buy a new bucket.
If the back reinforcement and upper part of the bucket are that rusted, what is the bottom of it looking like?

A member who calls himself Rustyiron ought to know what he's talking about. :)

 I've built a few buckets and other things and any space that is "mostly" sealed will collect moisture, even from condensation build up. Any of my parked outside buckets are parked with a downward slope so rainwater will drain out.
