Roy, I guess it's closely akin to how one should deal with small children. You don't give them the option of doing something wrong and they're less apt to do wrong. Bush Hog (the company) PROBABLY shouldn't give a dealer the option of deleting chain guards when they order mowers. That would ensure their being "standard" and not a dealers choice of standard or "non-standard". But like what the Bush Hog rep told me, a buyer has the choice to not buy from a dealer who refuses to provide them.
And as a side note, when I bought the Woods BB840 I also own, I ran into the exact same situation with regards to Woods. No front guard and a sheet metal shield installed on the rear. The sales literature I picked up at the dealer a few months prior to my purchase listed chains as standard on medium and heavy duty models. Recently I picked up a Woods product guide that doesn't contain any references to the guards being standard now.
If I were manufacturing mowers, I doubt that I'd give dealers the option of deleting saftey features in order to increase their bottom line. But that seems to be more common than we might be aware of.
