I had this problem on my BX2200. If you turned the wheel slow, you could turn forever and nothing would happen. If you turned it quickly, it caught and the steering was fine. The tractor would also wander when going straight.
The dealer replaced several components. Turned out it was the hydraulic cylinder up front. Apparently some had gotten contaminated with moisture and the fluid would leak by.

I had the same problem. Dealer replaced steering components under warranty. /forums/images/graemlins/cool.gif
