I have a Wallenstein BX42 chipper. When I engage the PTO, I first bring the engine speed to idle, engage the PTO and then raise the engine speed back to full. The flywheel in the chipper is something on the order of 80 to 100 pounds and I am worried that I might slice the shear bolt, engaging at full PTO speed.
Should I be this cautious? Feedback please

I use the same chipper and will engage the PTO around 1800 rpm and let the engine pull it up to speed. I don't believe you will break a shear pin engaging it at full speed, The PTO is a hydraulically actuated wet disk clutch pack. It will slip as it comes up to speed. Engaging it at full speed frequently may shorten the service life of the friction disk, but you will not break the shear bolt. I believe the way you are doing it is the easiest on the equipment.

Using different implements with my BX23, I always bring the engine speed down before engaging the PTO.

BX 1860 with a DR PTO chipper, both smaller tractor and chipper, but I do like you, engage at idle or slightly above, then throttle up to 2,000 RPM for average size limbs. I don't see any downside to engaging at lower RPM, then increasing the RPMs.
