I think the left rear wheel is tight.
When I jack up the tractor on the backhoe and shut it down and and put it in neutral the left wheel is very hard to turn where as the right wheel is easy to turn.
Both front wheels are easy to turn (it's in permanent 2 wheel drive)
backing off the left brake turnbuckle fixed the problem.
Whopee !!!
