Using the exact PTO RPM is not critical in most cases and often you can run a tiller or a mower at much less RPM while achieving the same results for less noise and fuel consumption.
Also, you don't need to run the engine at WOT all the time. Just adapt the engine RPM to the work you're doing. If you feel better run with less RPM, just do it.
It would be a bit more critical running high RPM if your tractor had a Diesel particulate filter, but it doesn't so you can run whatever rpm you like.
