OMG, I would go broke paying for all the engine powered equipment I have. 3 Ingersol-Rand Kohler powered compressors, 2 mil surplus 10K genset's, 2 wood chipers, gas powered concrete mixer, 2 gas powered trash pumps, 2 Lincoln Ranger gas powered welders and a mobile gas powered hydraulic pump unit. Thank god I don't live there.

Okay so how wold they even know what a person owns since most "portables" don't have any type of registration??

From my understanding, businesses are audited and therefore are the most vulnerable. By business, I'm referring to rental yards, contractors, etc.

Every year Air Quality Management makes a site visit to inspect a 125 KW Onan/Cummins generator that I am responsible for. The unit now has 330 hours, spread over 12 years, and is like new.

The inspector told me on his last visit that many violations are complaint driven. Each complaint is investigated. By the way, the inspector also said that the Emergency Generator I take care might have to be "Retired" from service eventually because there are comparable units now available with lower particulate emissions... i.e. the "Grandfather" clause does not last indefinitely.

No need to buy a new genset. There are alot of aftermarket particulate filters made for diesel engines. They are made just for this reason, upgrading older engines.

Don't tell them I was stationed in San Diego for 3 years in the Navy... they will be looking at taking 3 years tax on my retirement pay.

Fortunately that provision of CA tax law was thrown out in Federal court quite a while ago.

I know, because I have worked in CA all my life, but am retiring to Oregon in a few weeks.

Ok, looked it over. Been around since '97, wow. As you stated, looks like it's directed at commercial operations, but doesn't exclude private use. I'm sure my chipper is >50HP too. I'm not worried with the occasional use I put mine too.
Interestingly, when checking my local air board, a "portable" unit must not reside in one location (other than a storage location) for more than six months ... my use probably qualifies as a "stationary" unit ... another can of worms I don't think I'll lose sleep over

I have friends retired from law enforcement in California.

Several years ago there was a big too-do about California trying to collect income taxes on retirement pensions of folks who no longer resided in California. It caused a lot of problems...

I think it pretty much died-down after the State of Nevada officially told California that the State of Nevada is not and will cooperate. I don't know what happened for retirees that moved to states other than Nevada.

My uncle is a retired firefighter, the last time I asked about him moving out of Commifornia, he said that he would still have to pay the income tax, as it is the State that issues the check and they take out the income taxes then send you the remainder. I do not know what happens with private pensions.

When we had this discussion about income taxes a few years ago, he said that employees had sued several times and always lost, but that it was never heard in any court higher than a State court. So not likely that the state court is going to cut thier own throat.

Glad that my dad moved us away when I was only three years old.

I had the same thoughts and bought a place near Olympia WA. The problem is moving has only delayed the inevitable.

It seems not a week goes by without some new regulation popping-up in WA that can be traced to CA.

Just last week, the Western Governors reached "Historic Agreement" to fully cooperate on Environmental Policy... ie., Global Warming, Carbon Foot Prints, Vehicle Pollution Controls etc.

Maybe Alaska really is the "Last Frontier" ?
