If you are in high gear and going up a VERY steep incline it will bog down, that is normal.
I don't think #2 is your issue either. You likely have some dirt in the filters or other fuel problem.
Why did you clean the tank? I have never cleaned mine.
Around here #2 is the cheapest and dirtiest fuel. The highway or premium fuel as its called (still #2) with cetane and or lubricant cleaning additives is best and what I use. I can tell a difference with fuel suppliers, but only when starting or running hard. I get slower starts and more smoke from lesser quality or old stale fuels.
