What you want to use it for should decide on the reconditioning required. It should work well for a non highway trailer.

Bearings should be generic as should be the tire's. ( used tire's not suitable for road ) Bearings may just require cleaning up and greasing. Might work well for slow speed.

Cost of turning it usefull may be mostly labour.
